I am working with a national leader in the Testing, Inspection and Certification sector delivering non-destructive testing, inspection, engineering, and manpower services to the aerospace, power, and oil and gas industries. POSITION PURPOSE:
This position will be responsible for the management of the talent acquisition strategy development and execution and trade skilled labor outreach and partnership programs. You will act as a trusted advisor to internal business partners, identify and engage with top talent, drive recruiting best practices, assist with diversity hiring strategies, employer branding, and training operations on recruitment best practices and compliance.

Your responsibilities will include:
- Crafting and executing talent acquisition strategies to secure a robust pipeline of quality candidates, targeting specific talent pools.
- Developing and implementing business plans to meet annual talent acquisition objectives.
- Providing guidance and support to operational teams throughout the recruitment process, ensuring compliance with legal standards.
- Cultivating relationships with key organizations to expand our network reach for job postings and advertisements.
- Planning and organizing recruitment outreach events to enhance brand awareness and attract top talent.
- Creating recruitment brand materials and managing recruitment tools to optimize effectiveness and candidate outreach.
- Overseeing the Company’s career pages to attract talent and distinguish our brands.
- Managing state apprenticeship programs to leverage federal and state funding opportunities for entry-level positions.
- Providing training on the Applicant Tracking System to managers and ensuring compliance with legal requirements.
- Managing OFCCP module for job postings and scrapings to comply with Affirmative Action requirements.
- Recruiting various disciplines with a focus on engineering and skilled trade skillsets.
- Sourcing passive candidates and maintaining a talent pool to support workforce needs.
- Providing monthly KPIs for talent acquisition to measure effectiveness.
- Enhancing the employee onboarding experience and recommending changes to the Applicant Tracking System.
- Supporting the Vice President, Human Resources with HR tasks as required.
Your qualifications:
- Bachelor’s Degree in Human Resources or a related field, or equivalent experience.
- 5+ years of experience in senior talent acquisition roles for national companies.
- 10+ years of experience developing recruitment strategies for skilled trade labor in competitive markets.
- 5+ years of experience in HR management functions such as training, compliance, and employee relations.
- Extensive experience with social management tools for talent sourcing, including LinkedIn Recruit.
- Prior experience in recruiting within the Oil & Gas industry preferred.
- Legally authorized to work in the United States without visa sponsorship.

DUTIES AND RESPONSIBILITIES:
- Develop and execute talent acquisition strategies to ensure both a pipeline of quality candidates and select target talent acquisition.
- Develop, organize, and execute business plans to achieve annual talent acquisition goals.
- Support and mentor operations, providing guidance and support in all aspects of the recruitment process that operations will own, including legal compliance.
- Build relationships with key organizations to widen our network reach for job postings and advertisements. This includes NDT schools, industry organizations and universities.
- Develop annual calendar of recruitment outreach events with Business Unit attendance and budgetary approval to increase brand awareness for talent acquisition; this includes recruitment events, school visits, career fairs, lunch and learns, etc.
- Develop, create, and implement recruitment brand items, brochures, and other materials working together with the Business Units for budgetary approval and design.
- Manage and recommend changes for recruitment postings and tools such as job boards, LinkedIn recruit, etc. to measure effectiveness with associated cost and successful candidate outreach.
- Create, manage, and update Company’s career pages including but not limited to career sites, landing pages, video job boards, etc. to attract talent and differentiate the brands.
- Research, implement, and manage Company state apprenticeship programs; this includes but is not limited to enrollment, maintenance, monthly reporting, and relationship building to take advantage of federal and state funding programs for entry level positions.
- Provide manager training on the use Applicant Tracking System including how to review resumes, disposition candidates, and update candidate status needed for tracking and federal / state legal requirements.
- Manage Company OFCCP module for job scrapings and postings to state unemployment sites and diverse organizations as required under Affirmative Action.
- Utilize OFCCP partner programs to drive the goal achievement of diversity initiatives outlined in our annual Affirmative Action Programs.
- Perform quarterly audits of the Applicant Tracking System to ensure manager compliance with requisition status updates, candidates review, and candidate disposition in accordance with federal and state regulatory requirements.
- Recruit various disciplines with a focus on engineering and skilled trade skillsets for non-exempt and exempt level positions. This includes candidate sourcing, prescreening, and supporting the recruitment process for select, key positions.
- Source passive candidates to create interest and drive talent to the organization. This means doing research: reviewing org charts, job descriptions, social media profiles, search engines and market research to maintain a talent pool to support workforce seasonality.
- Develop and provide monthly KPI’s for talent acquisition, time to fill and other key metrics to provide Senior Leadership Teams to measure effectiveness of local operational recruitment efforts.
- Review, suggest, and improve employee onboarding experience.
- Work with the Human Resources Shared Services Manager to recommend changes to the Company’s Applicant Tracking System
- Provide support to Vice President, Human Resources for Human Resources tasks as needed.
- Perform all other duties as assigned.
SUPERVISORY RESPONSIBILITIES:
- Providing training including compliance training to operational teams who are responsible for performing most their own recruitment efforts.
KNOWLEDGE AND SKILLS:
- Excellent knowledge of talent acquisition strategies, best practices, and emerging trends.
- Knowledge and experience of developing talent strategies for candidate pipelines in difficult to staff, highly competitive markets.
- Strong knowledge of employment law and a strong understanding of current employment regulations and compliance issues.
- Knowledge and experience in talent acquisition in an Oil & Gas services market highly preferred.
- Ability to pull and interpret statistical data to understand and present department performance.
- Must have a strong customer service mindset; internal and external, with a focus on timely responsiveness.
- Highly organized and efficient, ability to organize, prioritize, and perform multiple tasks with minimal supervision.
- Must have the ability to eliminate roadblocks and improve processes for successful execution.
- Must have excellent written and verbal communication skills and the ability to maintain confidentiality.

EDUCATION AND WORK EXPERIENCE:
- Bachelor’s Degree in Human Resources or a related discipline, or equivalent work experience.
- 5+ years’ experience in a senior talent acquisition role for a national company.
- 10+ years of developing recruitment strategies with craft/skilled trade labor in tight labor markets with successful placement rates.
- 5+ years of experience in Human Resources management functions such as training, employee labor relations, compliance, onboarding, and offboarding.
- Extensive experience with social management tools for attracting and sourcing talent including LinkedIn Recruit; Must have large social network and connections to be able to highlight and promote job openings.
- Experience recruiting in variable, flexible Oil & Gas labor markets, highly preferred.
- Employees must be legally authorized to work in the United States. Verification of employment eligibility will be required at the time of hire. Visa sponsorship is not available for this position.
